Just as we care for our physical health, our mental health is just as vital to overall well-being1. The National Population Health Survey 20242 shows that 15.4% of Singapore residents experience poor mental health, highlighting the need to strengthen support for our population.

To address this, the Health Promotion Board (HPB) worked with a panel of experts to develop the Design Guide for Tier 1 Mental Well-Being Programmes. The recommendations in this Design Guide focus on upstream prevention by helping people build resilience, develop coping skills before challenges arise and support others emotionally.

Adopt the Design Guide for Tier 1 Mental Well-Being Programmes by designing and providing mental well-being programmes that imparts knowledge and skills3 to:
